Organizations are eligible for grants from the Foundation if they have qualified for exemption under Section 501(c)(3) of the IRS Code or are a government entity. Individuals and Type III supporting organizations are not eligible to receive grants.
The Foundation maintains a primary commitment to Lackawanna County and its neighboring counties. We accept applications for projects that benefit individuals living in Bradford, Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill, Sullivan, Susquehanna, Wayne, and Wyoming counties.
The Foundation provides funding to support existing, expanding, and new programs. Eligible expenses include items such as personnel, capital, equipment, technology, supplies, and travel.
The Foundation does not provide funding for individuals, religious organizations for religious or evangelical purposes, fundraising events, endowment funds, medical research, debt retirement, annual appeals, or scholarships.
In some cases, the Foundation will support multiple requests for the same project or program. However, the Foundation is not a source of permanent, ongoing sustainability. Decisions for repeat funding are made on a case-by-case basis and should be discussed with your Program Officer.
Generally, an organization should submit the final report for a current grant prior to submitting a new proposal. However, we understand that certain circumstances may make this challenging or that new opportunities may overlap. We are always willing to discuss specific situations, so don’t hesitate to talk with your Program Officer.
The Foundation considers many factors when evaluating a funding request (see Guidelines and Criteria). A previously declined request does not necessarily impact a future request.
The Foundation has three different types of funding opportunities: Rolling Grants, Open Cycle Grants, and Requests for Proposals. Rolling Grants are for requests of less than $40,000 and are accepted at any time throughout the year. Open Cycle Grants are intended for requests of $40,000 or more and have specific deadlines. Requests for Proposals may be available at various times and will be focused on a specific health-related topic. Visit the Current Opportunities page for more information.
There is no typical grant amount. The grant size depends on the needs of a particular organization or project and the Foundation’s available resources. We always encourage organizations to request the funding needed to support their project.
Once your application is submitted, Foundation staff will review it to ensure completeness. Based on alignment with the Focus Areas and the competitiveness of a given cycle, your organization may be invited to a virtual proposal meeting with the Foundation’s board and staff members. Foundation staff provide an analysis of all proposals under further consideration for review by the Foundation’s Board of Directors. The review includes an evaluation of the grant proposal, feedback from the proposal meeting, and any additional information gathered regarding the applicant and proposed grant request. Funding decisions are made during the board’s quarterly meeting.
Foundation staff review applications on an ongoing basis and engage the Foundation’s board as applicable. During the review, all relevant information about the applicant and the proposed request is taken into consideration. Funding decisions are made on a rolling basis, and applicants are typically notified within 30 days of the initial request.
Applicants are encouraged to use the Foundation’s budget template or a similar document that details all relevant project expenses. The total budget should reflect the total project cost, rather than just the amount being requested from the Foundation. As such, it is important to include information on all other sources of funding (e.g., other grants, fee-for-service, state funding, etc.). The budget should be detailed enough to accurately represent the cost to implement the project. If you opt to use the Foundation’s template, please adjust line item descriptions as needed. In addition, requests for multi-year projects should include an overall project budget as well as an annual budget for each year of requested support.
The Foundation supports project expenses including personnel, capital, equipment, technology, supplies, and travel. While there is no fixed percentage for indirect costs or fringe benefits, the Foundation expects these expenses to be reasonable. We encourage you to discuss the needs of your specific organization or project with your Program Officer.
It is important to note that the Foundation does not pay university overhead costs. These are the costs associated with providing facilities and administrative support for sponsored activities, which may include operating and maintaining buildings, grounds, equipment, and libraries—as well as providing administration at the university, college, and department levels.
Yes, in some cases, the Foundation will support requests for up to three years of funding. These decisions are made on a case-by-case basis and should be discussed in advance with your Program Officer.

A Grant Agreement (GA) will be sent to your organization's primary contact for signature through DocuSign within two weeks of approval. The GA will include the grant period, payment and reporting schedules, and other grant requirements. Once the GA is fully executed, payment will be issued, and reporting requirements will be posted to your portal account. Contact your Program Officer to discuss the reporting requirements for your grant and to address any questions you may have regarding the process.
Your Program Officer will be your main point of contact throughout the grant period. However, report reminders and other important communications are auto-generated from our online grants management system. A grant amendment or budget modification is required when requesting significant changes to the budget, grant end date, reporting dates, or grant activities. If you have any questions about amendments, please contact your Program Officer.
Except for simple statements indicating that Moses Taylor Foundation has provided funding to your organization, the Foundation’s name and logo may be used only with prior written approval. Please contact your Program Officer to obtain the required approval.
At Moses Taylor Foundation, we value when grantees have the occasion to share their good work and mention that, in part, support from the Foundation contributed to the project’s success. We believe that what the grantee does with the funding to help those in our community is more important than the Foundation’s role in providing the funding.
